I'm one of the, apparently, many people that can't install 24.04 on pi5 using pi imager to install on an SD card(this thread describes the issue). My issue is identical, the fix listed in the topic of editing the config prior to install does not work for me.
Is there any current Ubu-based distros I can use to get a working OS on my pi5 in it's current format(no NVME)?

The thread you cite has contributions from someone described as "currently a software engineer at Canonical responsible for Ubuntu on the Raspberry Pi."
That Canonical engineer himself has said -
